POSITION: Marketing Manager/NF-1035-04 SALARY RANGE: $23.00 - $27.50/PH
EMPLOYMENT CATEGORY: Full Time (May be scheduled to work 35-40 hours weekly. May be required to work weekends, holidays, and evening/rotating shifts. Eligible for ALL group benefits.)

DUTIES: Responsible for all editorial staff work for production of MWR publicity and marketing publications. Oversees the solicitation of the MWR Division Heads and Branch Managers for informational input for all publications. Ensure the timely development, layout, writing, editing, proofing, printing and distribution of all MWR publications and advertisements. Responsible for the production of marketing campaigns from inception to completion. Develops long-term marketing and strategic plans to maximize patron utilization and satisfaction while enhancing MWR/CYP programs self-sufficiency and/or profitability. This includes the study and determination of the local marketing base and resources to use within the base. Development of a marketing strategy based on Navy and local MWR regulations, leisure needs results, in-house generated marketing results, along with branch manager’s needs. Evaluates the effectiveness of marketing plans, strategies and communication programs as determined by customer response and overall success of programs. Oversees the production of graphic art services to MWR facilities, such as but not limited to, flyers, posters, signs, banners, print media, photography and video production which will be used to promote the department. Incumbent will ensure that design, composition, printing and distribution of marketing materials is accomplished in a professional looking and timely manner. Maintains close contact with the base Public Affairs Officer, Editor of all base papers and local printing and distribution contractors. Responsible for managing promotional electronic media of the MWR Department including but not limited to social interactive application sites, websites, electronic newsletter and smartphone app. Develops, establish and updates standard operating procedures for electronic media under Navy guidelines and polices. Responsible for all aspects of the MWR advertising program for Naval Air Station Pensacola, to include but not limited to developing strategy and matching target populations with potential advertisers, pricing advertising, determining opportunities for advertisers, soliciting advertisers, developing proposal packages and working with our Regional Marketing Manager on producing the advertising contracts. Interfaces with potential advertisers to create successful partnerships that enhance military quality of life onboard Naval Air Station Pensacola. Works closely with Regional and Command Judge Advocate. Assist the Commercial Sponsorship Director with developing a diversified Commercial Sponsorship Program. Assist with management of the Commercial Sponsorship Program to include, but not limited to, developing proposal packages, sponsorship solicitations, selection of sponsors, sponsorship agreements, etc. Assist with maintaining accounts/record keeping, evaluation of events and follow-up communication with sponsors. Knowledgeable on MWR sponsorship regulations, policies, procedures and practices. Represents the Marketing and Sponsorship departments on special event planning committees. Conducts special meetings with appropriate staff members to ensure deadlines, sponsorship and advertising fulfillment, equipment, materials, and departmental commitments are being met for each event. Develops after-action reports/proof of performance for sponsorship and advertising sales. Tracks sponsorship considerations and advertising placement to ensure contractual compliance. The incumbent is responsible for identifying, establishing and maintaining communication needs and developing information materials that inform appropriate agencies of the policies, services, and activities of the MWR Department.

Supervisory Work 25%:
Directly supervises up to two (2) NF-03 Marketing Specialists and up to one (1) seasonal NF-02 Marketing Student Trainee. Plans work to be accomplished, sets and adjusts short-term priorities, and prepares work completion schedules. Assigns work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employee’s capabilities. Develops and evaluates subordinate employees’ performance standards. Gives subordinates advice, counsel, or instructions on work/administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment to positions. Hears and resolves employee complaints, refers group grievances and more serious unresolved complaints to higher-level management. Implements minor disciplinary measures and recommends other action in more serious cases. Identifies subordinate employees’ developmental/training needs and provides or arranges for needed development and training. Finds ways to improve unit production or increase unit work quality. QUALIFICATIONS REQUIRED: A bachelor’s degree from an accredited collage/university with a course of study in Marketing, Journalism, Public Affairs or other related field highly desirable. Highly skilled in various computer and software programs including, Adobe Acrobat X Pro, Adobe Illustrator, Adobe Photoshop, Adobe InDesign, Microsoft Office products such as Outlook, PowerPoint, Publisher, Word and Excel. Must have experience in marketing, journalism, or public affairs that demonstrates progressive knowledge of the communication industry and leadership capability with the skills associated with communication and publicizing an array of diversified programs geared to all segments of the military market. Knowledge of the organization, functions and operation of the station, higher echelon commands and their relationship to other federal activities and private industry. Ability to supervise and coordinate the work of subordinate staff. Must demonstrate effective writing and oral presentation skills including writing and editing documents and publications. Demonstrated experience using a variety of marketing media methods, such as graphic arts, design, illustrations, photographs, broadcast and other visual media. Must have high proficiency in the management of website development, print industry processes and electronic media. Must keep up with latest social media trends and guidance. Ability to establish and maintain effective and cooperative relationships with other organizations, representatives of local media, community members, and military/civil service personnel. Knowledge of NAF policies and procedures preferred.
PHYSICAL EFFORT AND WORKING CONDITIONS: Work is primary sedentary with some walking, standing, bending and carrying of lightweight promotional items up to 45 pounds. Driving an automobile to and from appointments. A moderate level of stress is normally associated with this position. Administrative work is primarily sedentary and performed in an office setting, which is adequately lighted, heated and ventilated. Incumbent may be required to work outdoors for special events and will be exposed to the elements.
